Install Pico.
sudo apt-get install -f ./libttspico0_1.0+git20130326-3+rpi1_armhf.deb ./libttspico-utils_1.0+git20130326-3+rpi1_armhf.deb
Test Pico Text-to-Speech using PulseAudio player.
pico2wave -w testpico.wav "Testing Pico Text to Voice" && paplay testpico.wav
You should hear a robotic voice saying “Testing Pico Text to Voice”.
